Since July 2004, Larry Garber has served as the Chief Executive Officer of the New Israel Fund (NIF). NIF's mandate is to strengthen Israel's democracy by supporting programs that safeguard civil and human rights, bridge social and economic gaps, foster tolerance for all inhabitants, and enable different forms of religious practice to thrive. NIF distributes more than $15 million annually in grants to Israeli organizations and allocates an additional $4 million a year for SHATIL, NIF's training and capacity building center, which annually provides technical assistance to approximately 1000 Israeli nongovernmental organizations.
Garber served as a senior policymaker with United States Agency for International Development (USAID) from 1993-99 and as Director of USAID's West Bank and Gaza Mission from 1999-2004. Before joining USAID, Garber worked with the National Democratic Institute, the International Human Rights Law Group, and Steptoe and Johnson law firm. He has served as a consultant on election-related matters for the Organization of American States, United Nations, and Organization of Security and Cooperation in Europe, and has taught at the Washington College of Law. He has written extensively on issues relating to human rights, democratization, election monitoring, and Palestinian political and economic development.
Garber was born and raised in New York City. He graduated from Queens College with a bachelor's degree in 1976 and received a joint master's degree in international affairs and a law degree from Columbia University in 1980. |
